Puckered seams :-(

It seams my bobbin threat is to tight. The bottom fabric layer is puckering not the top. I'm not sure how to adjust it. I have tried fiddeling around with the top tention nothing changes except the way the thread look from the top the bottom thread stays very tight. I took the casing off and cleaned all around and nothing,... I also tried turning the front screw on the bobbin casing 1/4 turn to the left...thinking lefty lossy haha. I hope you can help me Thanks! Could it be the feed dogs maybe? I miss my old machine! Cindy
