Looped stitches on back

I have looped stitches on back of my material. I have increased the top tension, changed needle, thread, and bobbin and it continues to be loose on back. Could this have anything to do with my feed dogs not wanting to come back up sometimes aftering I lower them? What other possibilities should I try?
